The European Green Deal is being reassessed in a highly securitised environment. This can also alter the global green transition and long-term credibility of the EU. This discussion paper zooms in on the green energy transition and food systems change under the Farm to Fork Strategy, identifying key challenges in maintaining an ambitious and effective EU ‘Green Deal diplomacy’. The changing context calls for a fundamentally outward-looking and global approach to green transition, one that more structurally links the EU’s own transition with the economic development, industrialisation, sustainable transition and security needs of countries in the Neighbourhood and Africa.

As violence and insecurity increase in the Sahel, understanding the main causes and drivers of conflicts is of growing importance. In policy circles, the idea that climate change is causing violence and displacement is increasingly articulated in the popularised term of ‘climate wars’. This DIIS Report nuances this mainstream idea by arguing that violence and conflict in the Sahel are caused not by climate change, but by the presence of armed groups, jihadist insurgencies and military interventions with diverging political and ideological agendas.

This analysis draws worrying conclusions from the European defence policy: The European Defence Fund (EDF) and its precursor programmes explicitly aim to strengthening the ‘global competitiveness’ of the technological industrial base of European defence. There is a major disconnect between such technologies and their potential impact beyond the profits they will generate. They will inevitably boost European arms exports and fuel the global arms race, which will in turn lead to more armed conflicts and wars, greater destruction, significant loss of life, and increased forced displacement.
