This volume offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda over the course of 2023. The year has been marked by a dangerous regional extension and internationalisation of the conflict in Eastern DRC. Rwanda has again been actively supporting the M23 rebel group since late 2021, and the Rwanda Defence Force (RDF) is operating on its side in North Kivu. Burundi has intervened in support of the Congolese army FARDC, initially as part of the East African force EACRF, and then on a bilateral basis.
