This virtual dialogue will discuss the Pakistan floods in 2022 and crisis governance. The floods were the result of a disastrous confluence of climate-related factors – the heaviest monsoon in decades, unprecedented and continuous extreme heat, and glacial melts led to land about the size of the UK and about one-third of Pakistan being underwater by August 2022. These floods were a climate change disaster, and according to reports, Pakistan can expect more of these as a climate vulnerable country. But these are also a disaster of both internal and external governance. In this talk, we’ll look at these factors and their underlying politics and structures, and explore what it might take to get the governance of disaster and crisis management right.

Shandana Khan Mohmand is a Research Fellow at the Institute of Development Studies (IDS) at the University of Sussex, where she leads its Governance research cluster and the IDS Pakistan Hub. She is also an Associate Fellow at the Institute of Development and Economic Alternatives (IDEAS); and a Fellow at the Mahbub ul Haq Research Centre at the Lahore University of Management Sciences (LUMS). Her main area of research is inequality, inclusive politics, and the political economy of development. Her research has increasingly focused on the relationship between democratisation, inequality, and accountability, including in her book  Crafty Oligarchs, Savvy Voters: Democracy Under Inequality in Rural Pakistan  (2019, Cambridge University Press).
