The Emerging Economies & International Development MSc offers a distinctive approach to the study of development by focusing on emerging economies. We cover subjects such as development theory, political economy, geography and social policy. You will also have the opportunity to focus on particular countries and regions. The MSc course provides you with high-quality post-graduate teaching and research training in the analysis of emerging economies. It offers a distinctive approach to the study of development by focusing on rising economic powers and some of the questions surrounding their emergence as key players in global politics and the economy. It also draws on social scientific expertise from across other departments in the Faculties of Social Sciences & Public Policy and Arts & Humanities.
This course focuses on reviewing economic development theory to ask whether emerging economies offer a new model or models of development. It looks at the strategies that they have adopted to promote development, how inclusive and sustainable or enduring these new strategies are and how emerging markets solve the difficult problems of promoting growth over the longer term. While investigating this last question we will discuss how these countries handle the development and diffusion of technology, how they manage trade and financial flows, how they balance the role of the state and the market, and how they deal with problems of institutional underdevelopment and weak systems of law and accountability.

Policy issues are becoming more complex, and policymaking has become a structured interaction between networked actors, with national governments and international organisations playing central roles in human development. More than ever, there is a clear need for specialists in policy analysis who can work in international and multi-level policy processes, taking on duties in the analysis of policy problems and the implementation and evaluation of solutions. In order to perform well in this domain, actors require a combination of theoretical background knowledge, technical skills and the opportunity to practise them, as well as a solid understanding of key policy fields. The Master of Science in Public Policy and Human Development programme is a double-degree programme of Maastricht University’s Graduate School of Governance and University Nations University’s institute UNU-MERIT. In 2018, the programme was re-accredited by the Accreditation Organisation of the Netherlands and Flanders (NVAO) and received the official EAPAA accreditation by the European Association for Public Administration Accreditation.
The starting point of the MPP programme is to stimulate students to gain an understanding of the basic idea of good governance. The emphasis of the programme lies with the question of how can public policy be dealt with in the most effective and efficient way.

Policymaking is a complicated business. Decisions have to be made quickly or secretly, based on limited knowledge or expertise, while covering wide briefs and remaining in force for a number of years. The stakes are high, so preparation is essential. To answer these pressing needs, our Evidence-Based Policy Research Methods (EPRM) course aims to equip participants with the fundamental tools for designing and analysing evidence-based research.EPRM trains participants in:
- Translating policy issues into research questions
- Analysing qualitative and / or quantitative data
- Grasping the state-of-the-art in a particular field
- Designing, writing and disseminating proposals for evidence-based research, either in the workplace or in a broader research environment
This programme is for working professionals who are keen to improve their research skills, but unable to leave their job for a longer period. The programme assumes participants will spend a significant amount of time on the course in parallel with their regular job.
Essentially, the programme fills the gap between a Master’s degree and a research career or academic PhD education. After completion of this programme, participants are better equipped to engage in research activities or, indeed, to apply for a full PhD programme. Overall, our course covers research skills that transcend different disciplines, so all qualified participants are welcome.
