Policy issues are becoming more complex, and policymaking has become a structured interaction between networked actors, with national governments and international organisations playing central roles in human development. More than ever, there is a clear need for specialists in policy analysis who can work in international and multi-level policy processes, taking on duties in the analysis of policy problems and the implementation and evaluation of solutions. In order to perform well in this domain, actors require a combination of theoretical background knowledge, technical skills and the opportunity to practise them, as well as a solid understanding of key policy fields.The Master of Science in Public Policy and Human Development programme is a double-degree programme of Maastricht University’s Graduate School of Governance and University Nations University’s institute UNU-MERIT. In 2018, the programme was re-accredited by the Accreditation Organisation of the Netherlands and Flanders (NVAO) and received the official EAPAA accreditation by the European Association for Public Administration Accreditation.
The starting point of the MPP programme is to stimulate students to gain an understanding of the basic idea of good governance. The emphasis of the programme lies with the question of how can public policy be dealt with in the most effective and efficient way.

Mundus MAPP/MUNMAPP is a two-year-long international joint Masters program in Public Policy, offered by four top-ranked European institutions: Central European University, Budapest (Hungary), International Institute of Social Studies of Erasmus University Rotterdam (the Netherlands), Institut Barcelona d'Estudis Internacionals (Spain) and the University of York (UK). Established in 2007, the program operates as an Erasmus Mundus Joint Master Degree Program funded by the European Commission.Mundus MAPP directly responds to the educational needs created by the rapidly changing global environment and new public policy challenges. The program equips graduates with the conceptual knowledge and hard skills that are necessary for understanding and decisively intervening in contemporary transnational policy problems, from climate change to international terrorism or financial regulatory failure. It provides a detailed and systematic understanding of how political institutions, processes and public policies operate and interact from the global political economy through to national and local levels with a direct focus on European engagements at these levels of governance. Inter-disciplinarity and practical application of conceptual knowledge are hallmarks of Mundus MAPP.
Program structure and mobility tracks Mundus
MAPP is unique in the flexibility with which students can tailor their learning experiences to their individual needs through the selection of mobility tracks. Mobility tracks in the joint degree each allow for a different focus – Political Economy and Development, Governance and Development, Global Public Policy and European Public Policy – while maintaining a uniform core of policy studies subjects.

It is designed for those wishing to start or continue their professional careers in the area of development. In the MA programme you learn about the most recent theories and debates. You will also learn to apply this knowledge to practical issues of development and social change.Critical thinking
MA students are encouraged to develop a critical understanding of major debates, theories and strategic interventions and of the skills to analyze the issues, and to design and assess interventions aimed at tackling these issues. An essential part of this process is to develop skills in research methodology, which will be applied in a research paper prepared as a requirement for the Masters degree.

Policymaking is a complicated business. Decisions have to be made quickly or secretly, based on limited knowledge or expertise, while covering wide briefs and remaining in force for a number of years. The stakes are high, so preparation is essential. To answer these pressing needs, our Evidence-Based Policy Research Methods (EPRM) course aims to equip participants with the fundamental tools for designing and analysing evidence-based research.EPRM trains participants in:
- Translating policy issues into research questions
- Analysing qualitative and / or quantitative data
- Grasping the state-of-the-art in a particular field
- Designing, writing and disseminating proposals for evidence-based research, either in the workplace or in a broader research environment
This programme is for working professionals who are keen to improve their research skills, but unable to leave their job for a longer period. The programme assumes participants will spend a significant amount of time on the course in parallel with their regular job.
Essentially, the programme fills the gap between a Master’s degree and a research career or academic PhD education. After completion of this programme, participants are better equipped to engage in research activities or, indeed, to apply for a full PhD programme. Overall, our course covers research skills that transcend different disciplines, so all qualified participants are welcome.

There will be a focus on energy management tools to improve energy efficiency and to create cleaner production, emphasizing that these improvements provide a win-win situation for SMIs as well as helping countries contribute to the Sustainable Energy for All Goal on Energy Efficiency and the Sustainable Energy Development Goals. This course is designed to offer academic quality knowledge on theory and practice of political science in a thorough and highly accessible way.The course ‘Introduction to Political Science’ provides a rigorous introduction to the foundation, structure and operation of the world politics. It includes leading theoretical and institutional flows in the study of state, ideologies, nation, ethnicity, identity, democracy, globalisation, and political interaction. These are fundaments which are indispensable to understanding political dynamics in the contemporary world. The structure of the course is oriented towards understanding the strengths and weaknesses of political concepts in order for every participant to gain a critical perspective on their own.
The duration of the course is 10 weeks, split in 5 learning modules. All learning modules consist of online lectures, tutorial supervision, and weekly assignments. The Research Masters in African Studies, which is offered by the African Studies Centre in cooperation with Leiden University, is unique in the Netherlands and introduces students to a range of curricular and career options in the field of African Studies and a wide network of researchers and their current academic work.African Studies is an interdisciplinary field of study that straddles the (artificial) divide between the humanities and the social sciences, and students following this programme will develop knowledge and skills that cross the traditional disciplinary boundaries. The Research Masters in African Studies is a broad and multifaceted programme in which an interdisciplinary approach is combined with in-depth study of a particular theme and region. It is intended for talented and highly motivated students who have already undertaken the required preparatory degree courses. Having successfully completed the Research Masters programme, students will be qualified to engage in research at an academic level in universities (PhD research), or work in state institutions or within the NGO sector.
The Research Masters in African Studies is taught by leading scholars from, among others, the universities of Leiden, Wageningen, Utrecht, Groningen and Amsterdam (UvA and VU) in the Netherlands and Louvain in the Flemish-speaking area of Belgium. The research projects of the participating staff members are central to the programme and students will come into contact with and work alongside scholars at the forefront of African Studies.
